As early as before China’s policy “Reform and Opening to the Outside World” putting in practice, Dongguan had already established a comprehensive foreign investment service system. Foreign Trade & Economic Cooperation Administration of Dongguan, Foreign Economy Offices in each town and other government departments as well as agencies including lawyer office, accountant office, information consultation as well as customs clearance etc. involving in foreign investment constitute the said service system. Especially in October 2001, the Foreign Investment Promotion Center of Dongguan was formed by the municipal government, responsible for foreign investment introduction and consultation service.

Dongguan has long been devoted into creating a high efficient, clean, upright and standardized administration service system. For this purpose, Dongguan took the lead to set up “One Window Open to the Outside” and “One Stop Service System” to simplify procedures and improve working efficiency as well as forge an open bid system for governmental procurement, construction engineering and land transaction. In a bid to optimize soft investment environment, Dongguan has formulated and perfected continuously a series of rules such as service day for foreign investment enterprise, Taiwan liaison team coordination conference and priority given to large-scale enterprises and so on.
